EU money for software acquisitions

Opportunity: acquire EU funds for software purchase
Starting with 2007, Romanian SME’s will be able to apply for funds for software acquisitions. Romanian public authorities have decided to support e-economy; therefore, encouraging SME’s access to different types of software is one measure meant to reach the objective. The projects developed should aim at increasing the level of innovation within Romanian companies and also reorganizing management processes based on IT technologies. The types of software considered are ERP and CRM systems, software for quality management, production and design, business intelligence, e-commerce and e-business, e-tendering and electronic secured transactions.

The grants allocated for each project are of maximum 1M Eur and the participation of the SME should be of at least 30%.

The opportunity is both for the Romanian companies that are willing to aquire these types of software and for the companies who are selling them. If for ERP and CRM systems you may find quite a comprehensive offer here in Romania, the situation is not quite the same for the other types of software. Let’s say that software imports are encouraged. Shall we go shopping in Scandinavia?

    Romanian SMEs really need to implement many types of software… but what about the hardware needed? Is there any money earmarked for this?

    I wonder if the money are only for software aquisition or the project can be more comprehensive?

    The main objective of the programme is to increase SME’s acess to IT&C and also to increase their competitiveness through stimulating innovation. Therefore the projects are supposed to be more comprehensive (not only to aquire a software) and hardware aquisition should be also eligible. We have to wait for the public authorities to elaborate the Applicant’s Guide. In that document they will have to include, besides other important details, the exact eligible costs.

    And when is this to be expected? Is it possible to register somewhere to be announced when it will be made public?

    The first Applicant’s Guides in general (for all the programmes financed out of Structural Funds) are expected to be issued late this spring or at the beginning of the summer. This is only an aproximative date that the public authorities have sugested. It will depend, of course, to the respective public authority, in this case the Intermediary Organism for Promoting the Information Society that was established within the Ministry of Communication and IT. Unfortunately you can not “register” anywhere yet but you should monitor the announcements made by the institution (MCTI).
